The e-Way Bill System requires registration and enrollment from stakeholders involved in the movement of consignments, including suppliers, recipients, transporters, and tax officers. Each stakeholder is vested in ensuring the smooth movement of goods and proper accounting of the consignments.

GST-registered individuals, suppliers, recipients, or transporters, can easily register on the e-Way Bill System. All they need is their GSTIN (Goods and Services Tax Identification Number) issued under the GST system and the mobile number registered with the GST system. By entering the e-Way Bill portal’s URL address in their browser, they can access the registration option and complete the form by providing their GSTIN and verifying their mobile number through an OTP (One-Time Password) verification process. Once registered, they can create user credentials and begin using the system.

For transporters who are small operators and not registered under the GST system, the e-Way Bill System offers an enrollment mechanism. These transporters need to provide their business details for authentication. Once their details are verified, the system generates a unique 15-character Transporter ID and user credentials. To enrol, they can select the “Enrollment for Transporters” option on the e-Way Bill portal and fill out the enrollment form with their PAN details, business type, business place, and other relevant information. They can also upload addresses and identification proofs as required. After creating a username and Password based on the provided rules, they need to provide a declaration regarding the accuracy of the information. Upon saving the form, the system generates their Transporter ID (TRANS ID), which can be shared with clients to enter vehicle details for consignment movements.

The registration and enrollment process ensures that all stakeholders can access and operate the e-Way Bill System regardless of their GST registration status. This facilitates the seamless movement of consignments from the source to the destination while ensuring proper accounting and compliance with tax regulations.

1. Registering by Taxpayers on the e-Way Bill System

Registering on the e-Way Bill System for GST taxpayers is a straightforward process. To begin the registration, the taxpayer needs to have their GSTIN (Goods and Services Tax Identification Number) issued under the GST system and their mobile number registered with the GST system.

The user can start the registration process by entering the URL address of the e-Way Bill System in their browser. This will display the e-Way Bill portal, where users can find the ‘e-way bill Registration’ link under the registration option. Clicking on this link will redirect the user to the ‘e-Way Bill Registration Form’.

In the registration form, the user must enter their GSTIN number along with the displayed captcha and click ‘Go’ to submit the registration request. Once submitted, the user will be directed to the next page.

The registration form auto-populates details such as the applicant’s name, trade name, address, email ID, and mobile number after entering the GSTIN number and captcha. If any of these details have changed or need to be corrected, the user can click on ‘Update from GST Common Portal’ to fetch the latest data from the GST Common Portal. To receive an OTP (One-Time Password), the user must click ‘Send OTP’. The OTP will be sent to the registered mobile number, and the user should enter it and click on ‘verify OTP’ to validate the registration.

The next step requires the user to choose a unique User ID or username to use to operate their account on the e-Way Bill System. The username should be 8 to 15 alphanumeric characters and can include special characters. It should be a username that has yet to be used within the system. Once the registration request is submitted, the system validates the entered values and displays an appropriate message in case of any errors. If everything is entered correctly, the username and Password will be created and registered with the e-Way Bill System.

The taxpayer can use the registered username and Password to access and work on the e-Way Bill System, allowing them to generate and manage e-Way Bills as required.

2. Enrolling by GST un-registered transporters 

Unregistered transporters in the GST system cannot register using the previous registration option. Instead, they must enrol on the e-Way Bill System by providing their business details. Once these details are authenticated, the system generates a 15-character Transporter ID and user credentials. The enrollment form collects PAN details, business type, and business place.

To enrol, the unregistered transporter must open the e-Way Bill portal and select the ‘Enrollment for Transporters’ option. Upon selection, the system displays a screen with the following fields:

  1. State: The user selects where their business is located.
  2. Legal Name: The user enters their legal name as mentioned on their PAN (Permanent Account Number) card.
  3. PAN Number: The user enters their PAN number, and the system validates it upon clicking the ‘Validate’ button.
  4. Type of Enrollment: The user selects the type of enrollment, such as Partnership, Proprietorship, Public Limited, Private Limited, etc.
  5. Constitution of Business: The user selects the constitution of their business entity.
  6. Business Details: The user provides their business details, including name, address, and contact information.
  7. Upload Address and ID Proofs: The user can upload address and identity proofs by clicking the respective ‘Upload’ buttons.
  8. User Credentials: The user creates a username and Password based on their choice and according to the specified username and password creation rules.
  9. Declaration: The user provides a declaration regarding the information’s correctness by clicking on the checkbox.
  10. Save: Once the user clicks the ‘Save’ button, the system generates a 15-digit TRANS ID and displays it to the user. This TRANS ID can be provided to their clients for entering the e-way bill, allowing the transporter to enter the vehicle number to move goods.

By completing the enrollment process, unregistered transporters can obtain their user credentials and TRANS ID, enabling them to operate within the e-Way Bill System and fulfil their role in facilitating the movement of goods.

Forgot Password 

If an e-Way Bill user forgets their Password for their username, there is a procedure to retrieve it. The user must enter the basic information of their GSTIN (Goods and Services Tax Identification Number) on the provided screen. Upon successfully verifying the entered details, they can use the “Forgot Password” option to receive a new one-time password (OTP) through SMS to their mobile number or via email to their registered email address.

Once the user receives the OTP, they can log in and create a new password for their account. This allows them to regain access to the e-Way Bill system.

In cases where the details entered do not match the GSTIN data available in the system, an error message will be displayed, indicating the mismatch. If the taxpayer has recently updated their details in the GST Common Portal, but the changes are not reflected in the e-Way Bill system, they can select “Update details from GST CP.” By choosing this option, the system will pull the latest data from the Common Portal and update the e-Way Bill system accordingly. Afterwards, the user can try the “Forgot Password” process again to receive the OTP on their new mobile number, if applicable.

This ensures that users who forget their Password can easily recover it using the provided options and that any updates made to their details in the GST Common Portal are reflected in the e-Way Bill system for a seamless user experience.

Forgot User Name 

If a user of the e-Way Bill system has forgotten their username, there is a process to retrieve it. The user must enter the basic information of their GSTIN (Goods and Services Tax Identification Number) on the provided screen. Upon successfully verifying the entered details, they can use the “Forgot User Name” option to retrieve their username.

After entering their GSTIN, the system will send the username to the user’s mobile number through SMS and their email address. This allows the user to receive their username and regain access to the e-Way Bill system.

In cases where the details entered do not match the GSTIN data available in the system, an error message will be displayed, indicating the mismatch. If the taxpayer has recently updated their details in the GST Common Portal, but the changes are not reflected in the e-Way Bill system, they can select “Update details from GST CP.” By selecting this option, the system will fetch the latest data from the Common Portal and update the e-Way Bill system accordingly. This ensures that the user’s updated details are synchronized, and they can retrieve their username successfully.

By providing options to retrieve forgotten usernames and updating the user’s information from the GST Common Portal, the e-Way Bill system ensures that users can easily recover their usernames and access their accounts with the most up-to-date information.
